Tools
I generally use opensource tools in my development. All windows-applications are made with SharpDevelop and installers are usely made with WiX.
Platform
The applications all use the .NET framework.
If you do not have the framework installed you can download it for free from one of Microsofts sites.
License
All the project that are available for free download are licensed under the GNU / GPL.
